Peeta has constantly needed help, and Katniss has always come to his rescue. Sure, he saved her once, by throwing her a piece of burnt bread when she was starving, but even providing food falls into that “nurturing” category. And then there was Gale, Katniss ‘ ever-so-masculine friend and possible love interest.
Haymitch explains that an Avox is someone who committed a crime and had their tongue cut out. Katniss says it must be a mistake, and Peeta covers for her by saying the Avox girl resembles someone from there school. Katniss says for a moment, before the girl was taken, she locked eyes with her, but Katniss did nothing.
Beetee explains that Peeta was put through fear conditioning using tracker jacker venom. All the conditioning and torture done by the Capitol convinces Peeta that Katniss is a threat and that she killed his family.
